BRIEFING on the Launch of the “Hajj and Umrah Unified Portal”

In recent years, large-scale and significant reforms have been implemented in all spheres of life in our country, including in the religious and educational fields.
In particular, upon the initiative of the Head of State, systematic measures have been taken to organize the Hajj pilgrimage at a high level and in an orderly manner. Organizational and service-related processes have been fundamentally improved and elevated to an entirely new stage.
As a result of reforms being carried out in the New Uzbekistan, the number of citizens performing the Hajj pilgrimage has been gradually increased. Compared to 2018, the 2025 quota has tripled — from 5,000 to 15,000 pilgrims.
To bring this work to a qualitatively new level, in accordance with the Decrees of the President of the Republic of Uzbekistan, the “Hajj and Umrah Unified Portal” has been developed and launched.
Accordingly, in cooperation with the Council of Ministers of the Republic of Karakalpakstan, regional and Tashkent city khokimiyats, and local self-government bodies (MFYs), information about citizens registered in the queue has been verified and entered into the system.
The main objectives of the Portal:

To ensure convenience for pilgrims, organize the queue system, and eliminate human factors in its formation;

To establish a unified electronic queue and enable online applications for the Hajj pilgrimage;

To digitize processes related to collecting and formalizing Hajj-related data.
The Portal is integrated with more than 15 information systems of various ministries and agencies, providing citizens with multiple conveniences.
Applicants can register electronically in two ways — through the Unified Portal of Interactive Public Services (www.my.gov.uz) or via the official website haj-umra.gov.uz.
Citizens may submit an application through the public services portal using an electronic digital signature or Mobile-ID identification system.
For convenience, only a personal identification number (PINFL) and phone number are required to fill out the application — all other data are automatically retrieved from the system.
Once registered, applicants will automatically receive an SMS notification confirming their submission.
Advantages of the Portal:

Citizens can register online 24/7 without leaving their homes;

The need to visit organizations, collect documents, and deal with bureaucratic procedures is eliminated;

Manual record books previously maintained in neighborhoods will be abolished, preventing misunderstandings and disputes among citizens.
To promptly address questions related to the Portal’s operation and registration process, a Republican Operational Headquarters and regional working groups have been established, as well as a Call Center.

The introduction of online registration through the Unified Portal has generated great public interest. Therefore, we call on all citizens to use the system wisely and responsibly.
According to the current regulations, citizens are allowed to perform the Hajj pilgrimage only once, to ensure equal opportunity for all applicants.
Undoubtedly, the launch of the “Hajj and Umrah Unified Portal” represents a significant and positive step forward — a development that will bring convenience, transparency, and satisfaction to all involved in the organization of pilgrimage.
