OFFICIAL STATEMENT On the Illegal Organization of "Hajj" and "Umrah" Events

In accordance with the Resolution No. 364 of the Cabinet of Ministers of the Republic of Uzbekistan dated June 7, 2017, "On Measures to Further Improve the Organization and Conduct of 'Hajj' and 'Umrah' Events," the "Hajj" event is carried out by the Muslim Board of Uzbekistan based on an annual agreement between the Committee for Religious Affairs of the Republic of Uzbekistan and the Ministry of Hajj and Umrah of the Kingdom of Saudi Arabia, and no other organizations are allowed to engage in such activities.
Moreover, the "Umrah" events are conducted in accordance with the Resolution No. 668 of the Cabinet of Ministers dated October 12, 2024, "On Further Improvement of Measures to Organize and Conduct 'Umrah' Events."
Dear compatriots! We would like to remind you that the organization and conduct of "Umrah" events is authorized only by the Hajj-Umrah Center under the Muslim Board of Uzbekistan and 12 business entities.
These entities are: "Ihlos Travel 1", "Yuksak Travel Air", "Muhtasham Travel" LLC, "Musaffo Turizm Xizmati", "Risola Travel Lux", "Xorazm Umra Jamiyati", "Hikmat Umra Travel", "Real Dreams", "Travel with Family", "Sofa Marva Tour", "B2 Management", and "Safar Time Exclusive."
Together with relevant authorities, the Committee for Religious Affairs is taking organizational and legal measures to regulate the "Hajj" and "Umrah" pilgrimages.
In the past two months, inspections have been carried out to prevent the illegal organization of "Hajj" and "Umrah" pilgrimages. As a result:
– Criminal cases have been initiated under Article 168 of the Criminal Code against the responsible persons of 31 tourism firms providing services without an "Umrah" license;
– Inspections were conducted at 24 travel firms carrying out "Umrah" activities without a license, and fines of 75 million soms were imposed on 19 of them (5 of them have been referred to the Antimonopoly Committee and law enforcement agencies for further legal review in accordance with the Law on Advertising).
According to the legislation, the provision of services related to organizing and conducting "Umrah" events by business entities without a license is prohibited.
Additionally, it is prohibited to send citizens to the Kingdom of Saudi Arabia for performing "Umrah" rites without an "Umrah" visa.
Therefore, dear compatriots! Before going on an "Umrah" trip, we strongly recommend that you verify whether any "tour company" holds the "Umrah License" issued by the Committee for Religious Affairs.
Beware of illegal "tour companies" or "tour agents"!
