OFFICIAL STATEMENT On the Illegal Organization of Umrah Pilgrimages

The “Hajj 2026” season is drawing to a close. Naturally, during this period the number of citizens wishing to perform the Umrah pilgrimage increases.
Some unauthorized and unlawful travel companies seek to take advantage of this situation by offering citizens seemingly attractive proposals and promises.
As is known, the organization and conduct of Umrah pilgrimages are regulated by Resolution No. 668 of the Cabinet of Ministers of the Republic of Uzbekistan, dated October 12, 2024, “On Further Improving Measures Related to the Organization and Conduct of Umrah Pilgrimages.”
Dear fellow citizens,
We would like to remind you that the authority to organize and conduct Umrah pilgrimages is granted to the “Hajj and Umrah Center” under the Muslim Board of Uzbekistan, as well as to 14 business entities holding official licenses.
These entities are: “Ihlos Travel 1”, “Yuksak Travel Air”, “Muhtasham Travel” LLC, “Musaffo Turizm Xizmati”, “Risola Travel Lux”, “Xorazm Umra Jamiyati”, “Hikmat Umra Travel”, “Real Dreams”, “Travel with Family”, “Sofa Marva Tour”, “B2 Management”, “Safar Time Exclusive”, “Centrum Holidays”, and “Buxoro Umra Jamiyati”.
Under the legislation of the Republic of Uzbekistan, it is prohibited for business entities that do not possess the required license to provide services related to the organization and conduct of Umrah pilgrimages.
Furthermore, it is prohibited to send citizens to the Kingdom of Saudi Arabia for the purpose of performing Umrah without an Umrah visa.
Nevertheless, cases of misleading citizens and organizing such trips through illegal means continue to occur.
Systematic measures are being implemented to ensure the rule of law and the inevitability of liability for violations in this area.
For violations in this sphere, legal entities are subject to fines amounting to 200 times the Basic Calculation Amount (UZS 82.4 million).
Therefore, dear fellow citizens, before arranging an Umrah journey, we strongly recommend verifying whether the travel company possesses a valid “Umrah License” issued by the Committee on Religious Affairs.
Be vigilant and beware of unauthorized travel companies and travel agents!
The Committee on Religious Affairs advises pilgrims to use only reliable and guaranteed services so that they may perform the rites of Umrah safely and properly, and avoid any potential difficulties or unpleasant situations in the future.
