Speech by the head of the Migration Agency at the opening ceremony of the "German Medical Academy" project

First of all, on behalf of the Migration Agency under the Cabinet of Ministers of the Republic of Uzbekistan and on my own behalf, I sincerely congratulate you on today's historic event - the opening of the German Medical Academy!
Today we are opening not only the doors of a new educational institution. We are starting a new era that unites the friendship of the two peoples, science and humanism.
Over the past two years, a comprehensive system of cooperation has been created between Uzbekistan and Germany in the field of medicine and labor migration. In September 2024, in the city of Samarkand, with the participation of the President of the Republic of Uzbekistan Shavkat Mirziyoyev and the Federal Chancellor of Germany Olaf Scholz, the "Agreement on Migration and Mobility Cooperation" was signed. This agreement laid the foundation for the systematic establishment of the exchange of labor resources between the two countries, in particular, the training of medical personnel in accordance with international standards.
As you know, the Migration Agency signed a cooperation agreement with the Swiss company Globogate Concept AG in 2021. At that time, the project was organized only in Tashkent. Later, the number of regions expanded, and we additionally organized joint training courses in Andijan, Karshi, and Namangan regions.
This, of course, was not easy. The Uzbek founder of the project, Gulnora Asatullayevna, also confirms my words.
In total, within the framework of the partnership, in 2023-2025, in cooperation with Globogate, 1,200 nurses completed German language and vocational training courses in these regions. Currently, the educational process is ongoing. 590 citizens are being trained in them.
So far, 450 graduates have started working in German clinics - in particular, in the Aachen University Clinic, the Asclepios, Enzkreis, Salus Altmark, and Karlsruhe hospitals.
They currently work as nurses and assistant nurses in Germany, with an average salary of 2,500 euros. Through this experiment, it was possible to identify the differences in the system of training medical personnel in Uzbekistan and Germany.
Therefore, we have begun to create a unified model based on an internationally coordinated three-year education program. For almost a year, an international nursing education program was developed in cooperation with the Agency, the Ministry of Higher Education, the Ministry of Health, Globogate, and the Aachen University Clinic.
The program included 5 different applied medical disciplines from Germany. German language hours have been tripled. The educational process has been fully adapted to German standards. I express my sincere gratitude to all partners who contributed to this initiative. For the 2025/2026 academic year, our esteemed President has allocated 750 special quotas. In the next academic year, we plan to increase this figure to 1,500 quotas.
Young people who study at this Academy graduate with a B2 level German language certificate, and their diploma gives them the right to work directly as a nurse in Germany.
Thus, if the personnel who worked until today worked as "assistant nurses" for the first 7-8 months and then received a license, now graduates of this academy will be sent to work in Uzbekistan as fully recognized medical specialists in Germany.
Dear participants, today's opening is not just the opening of a new educational institution, but the beginning of a new history.
This project will bring knowledge to our youth, healing to our people, and glory to our country.
As a migration agency, we will continue to support this initiative and expand it further.
