In accordance with the regulation approved by Order No. 116 of the Director of the Migration Agency dated August 19, 2025, the activities of private employment agencies are assessed quarterly based on established indicators.
This system is aimed at ensuring openness and transparency in the sector, assessing the effectiveness of agency operations, and providing the public with objective information about their performance.
Pursuant to Protocol No. 3 of the Rating Assessment Commission dated October 20, 2026, the rating scores for the third quarter were approved for a total of 47 private employment agencies.
What criteria are used to determine the rating?
The assessment is carried out based on 11 indicators approved in Appendix No. 3 to Order No. 116 of the Director of the Migration Agency.
In particular, the following indicators are taken into account:
Employment results for citizens in countries with and without visa requirements, as well as the entry of relevant information into the “Xorijda ish” platform;
Registration in the electronic system of service agreements concluded with citizens;
Recording in the electronic system of contracts concluded with foreign partners;
Preparing citizens before departure abroad regarding the legislation of the destination country and its rules of stay;
Providing information requested by the Migration Agency;
The availability of an official website and the publication of relevant information on it;
Citizens’ complaints and compliance with established requirements.
The assessment procedure provides not only for awarding points for positive performance indicators but also for deducting points in cases where certain requirements are not met.
In particular, the failure to register agreements concluded with citizens in the electronic system, failure to report changes related to agency activities in a timely manner, failure to prepare citizens for departure in accordance with the established procedure, and citizens’ complaints affect the assessment results.
Rating categories
According to the approved regulation, the activities of private employment agencies are assessed in four categories:
|
Score |
Rating category |
|
90–100 points |
Exemplary |
|
70–89 points |
Good |
|
50–69 points |
Satisfactory |
|
49 points and below |
Unsatisfactory |
According to the results for the third quarter of 2026, 3 agencies were classified as “Good,” 4 as “Satisfactory,” and 40 as “Unsatisfactory.” No agencies were recorded in the “Exemplary” category.
Why are the rating results being published?
The open publication of rating assessment results enables citizens to obtain additional information about the activities of private employment agencies, while allowing the agencies themselves to analyse their performance against the established criteria.
The assessment results reflect performance indicators for a specific reporting period. A rating category does not constitute confirmation of an agency’s licensing status, a guarantee of service quality, or a recommendation to choose a particular organisation.
In accordance with the regulation, if circumstances arise that raise doubts about the reliability or validity of the assessment results, they may be reviewed again by a special commission.
The Migration Agency will continue its practice of assessing the activities of private employment agencies according to established criteria and publishing rating results every quarter.
The complete rating results for the 47 private employment agencies assessed for the third quarter of 2026 are presented in the table below.
