As part of the visit of Muhsinkhoja Abdurakhmonov, Director of the Migration Agency, to the Republic of Croatia, a series of meetings was held with the leadership of the Croatian Chamber of Economy (HGK), the Croatian Employers’ Association (HUP), as well as local employers and partners involved in workforce recruitment.
The discussions focused on establishing mechanisms for the organized and legal employment of Uzbek citizens in Croatia, providing targeted training based on employers’ specific workforce needs, and developing effective procedures for their recruitment and employment.
Under the proposed mechanism, Croatian employers would provide the Migration Agency with information on their demand for specialists by occupation and qualification. Candidates would then undergo professional and language training in Uzbekistan in line with employers’ requirements, followed by preliminary screening and final selection with the direct participation of Croatian employers.
The parties also discussed opportunities to simplify and expedite the procedures for obtaining work and residence permits in Croatia for candidates selected through this mechanism.
Particular attention was paid to moving cooperation into a practical phase in the construction, welding and transport sectors. Candidates are expected to undergo an initial online interview, followed by practical skills assessments during visits by Croatian employers to Uzbekistan.
Croatian partners expressed interest in visiting vocational training centers in Uzbekistan, assessing their training capacity and directly selecting professionals whose skills meet employers’ requirements.
According to information provided by the Croatian side, starting salaries in the construction sector may be around EUR 1,300–1,400, while professionals with verified qualifications and higher levels of expertise may have opportunities to earn more.
The Croatian side also noted strong demand for workers in tourism, hospitality and catering, healthcare and trade.
Following the talks, the parties agreed to continue expanding direct contacts with Croatian employers and companies, introduce them to Uzbekistan’s vocational training capacities, and further develop a model for preparing qualified professionals based on specific employer demand.
The key priority is to prepare and place competitive professionals in international labour markets who possess foreign-language skills, professional qualifications and competencies that meet the specific requirements of employers.
