Proposal to avoid repeated submission of previously provided documents when obtaining a work patent and to digitalize certain procedures.
The Migration Agency of Uzbekistan has proposed creating an opportunity for Uzbek citizens to complete some of the documents required to work in Russia while still in Uzbekistan. The agency’s press service informed RIA Novosti about the proposal.
The initiative was put forward during negotiations held in Moscow between Migration Agency Director Behzod Musayev and representatives of Russian government agencies.
The Agency also proposed creating an opportunity to determine whether a citizen is subject to any restrictions on entering Russia and to conduct a preliminary review of the necessary documents before the citizen departs.
To this end, it was proposed to expand the powers of the representative office of the Russian Ministry of Internal Affairs’ “Passport and Visa Service” in Uzbekistan. This could allow citizens to resolve certain migration-related issues before traveling to Russia.
The parties also discussed simplifying the processing of migration documents within Russia.
In particular, it was proposed not to require the repeated submission of documents that had already been provided when applying for or renewing a work patent, as well as to transfer certain administrative procedures to a digital format.
According to the Agency, these measures could reduce the number of visits by Uzbek citizens to migration centers in Russia.
According to Migration Agency data cited in the Central Bank’s review for the first half of 2026, 834,200 Uzbek citizens are working in Russia.
