A seminar on "Gender responsive budgeting" is being held in cooperation with the Senate of the Oliy Majlis

In accordance with the Resolution of the Senate of the Oliy Majlis of the Republic of Uzbekistan dated May 28, 2021 No. PS-297-IV "On Approving the Strategy for Achieving Gender Equality in the Republic of Uzbekistan until 2030," in the process of developing the drafts of the State Budget of the Republic of Uzbekistan and local budgets, it is planned to conduct gender expertise taking into account gender aspects, "Gender responsive budgeting" and its phased implementation into budget processes.
Also, this year, the Chairman of the Republican Commission on Enhancing the Role of Women in Society, Gender Equality and Family approved "Measures to be Implemented in 2025-2026 for "Gender responsive budgeting" in Pilot Ministries and Agencies Implementing Program Budgeting."
Based on the foregoing, on October 28 of this year, the Ministry of Economy and Finance, together with the UN Women structure and the Delegation of the European Union in Uzbekistan, organized a training seminar aimed at improving the knowledge and skills of employees of ministries and departments in gender-oriented budgeting.
The seminar was attended by the Chairperson of the Senate Committee of the Oliy Majlis of the Republic of Uzbekistan on Youth, Women's Affairs, Culture and Sports, Orzigul Kozikhanova, Deputy Minister of Economy and Finance Gulnara Rakhimova, representative of the European Union delegation Renata Wrobel, as well as employees of international partner organizations, interested ministries and agencies. This seminar is being conducted by UN Women consultant Ermira Lubani and consultant Blerina Khani.
At the beginning of the seminar, relevant responsible managers spoke about the importance of introducing gender-oriented budgeting into the public finance management system. In particular, it was emphasized that this system will serve to ensure transparency, accountability, and control over efforts to eliminate gender disparities by implementing state expenditures based on priority areas and equally for women and men.
In addition, it was noted that in pilot ministries, where program budgeting is being introduced as a pilot within the framework of public finance management reform, work has begun on introducing gender equality targets into budget programs for 2026.
The seminar also included a presentation by international experts from the UN Women structure on the prospects for implementing a gender-oriented budgeting system and its application in international practice, as well as practical training sessions.
The training seminar is scheduled to last until October 30 of this year.
