Master Plans: Opening Doors to New Opportunities for Regions

One such event is the practical seminar on "Development and Implementation of Regional Master Plans," held in the Shahrisabz district of the Kashkadarya region.
The two-day practical seminar, organized in collaboration with the Ministry of Economy and Finance and the German Agency for International Cooperation (GIZ), was attended by employees of project offices at the regional and district levels, representatives of local hokimiyats, and foreign experts.
As highlighted at the event, within the framework of implementing this Presidential Decree, a new approach to regional development - a comprehensive strategic planning system based on master plans - is being introduced in our country. Master plans are not merely development plans, but long-term strategic documents based on accurate data, analysis, and real local needs. Through these plans, it is possible to achieve effective and sustainable development, taking into account the natural, economic, and demographic potential of the regions.
This seminar was primarily dedicated to studying the "Shahrisabz experience." This area is one of the first projects being developed based on a master plan, and its results are expected to serve as a model for other districts and regions. On the first day, participants familiarized themselves with the "Salomatlik" pedestrian walkway located in the Miraki area and the work carried out around it. In this area, shopping and service points, hotels, cafes, and guest houses built by private entrepreneurs are revitalizing the tourist and economic environment.
On the second day of the program, the representative of the GIZ organization in the Kashkadarya region gave a presentation on the comprehensive economic development strategy of the Shahrisabz district, its main directions, and implementation mechanisms. Additionally, the participants learned about the activities of a special department established for the management and development of the Shahrisabz Tourist Center.
The work carried out by the Department and planned initiatives are aimed at increasing the investment attractiveness of the region. During the seminar, participants also studied projects implemented with the help of GIZ grants. In particular, the results of efforts to develop horticulture, viticulture, and agritourism on 500 hectares of land with improved water supply were showcased. The new jobs created here and the approach based on the rational use of natural resources are contributing to socio-economic stability.
As the seminar participants noted, such projects and experiences are not only elevating the activities of local administrations to a qualitatively new level but are also becoming an important means of improving the living standards of the population.
