Reports have circulated on social media that paid services in public hospitals will become 4.8 times more expensive. The Ministry of Economy and Finance has provided comments on these reports.
It was reported that on January 27, 2025, the Ministry of Justice registered a resolution "On Approving the Procedure for Financing Treatment and Prevention Institutions Providing Paid Medical Services." Clause 8 of the resolution stipulates that "the maximum cost of payment for medical services cannot exceed 25 percent of the cost of similar services provided by a medical and preventive institution at the expense of budget funds."
It is noted that after the adoption of this resolution, some misunderstandings arose due to the different interpretations of the provision in paragraph 8. In particular, questions arose about whether 25 percent or 125 percent of the cost of such services was intended.
"To put it simply, inquiries have emerged asking whether a medical service worth 100 thousand soums would be provided for 25 thousand soums or 125 thousand soums in medical institutions."
To resolve the misunderstanding, a joint resolution of the Ministry of Economy and Finance and the Ministry of Health "On Amending Clause 8 of the Procedure for Financing Treatment and Prevention Institutions Providing Paid Medical Services" was adopted and registered by the Ministry of Justice on May 7, 2025, the report states.
It is noted that this brought the procedure in line with the current regulatory document and clearly defined the upper limit of prices for paid medical services. Specifically, it has been strictly established that when determining the price of medical services provided to the population on a paid basis, a markup of up to 20 percent can be applied to the cost of the corresponding service.
In other words, it was noted that from now on, the price of a medical service with a cost of 100 thousand soums cannot exceed 120 thousand soums.
"Until now, the pricing of medical services provided to the population on a paid basis in medical institutions was carried out by applying a surcharge of up to 25 percent to their cost. That is, the price of medical services with a cost of 100 thousand soums could be set up to 125 thousand soums.
However, this news is being misinterpreted on social media as "paid services in public hospitals will become more expensive." In fact, according to a resolution registered by the Ministry of Justice on May 7, 2025, the cost of paid services provided by medical institutions has been reduced. Specifically, fees for paid services in public hospitals have decreased by at least 5 percent," the report added.
