Decree of the President of the Republic of Uzbekistan "On the introduction of a system of mass appraisal of real estate"

According to the decree:
the value of more than 8 million residential and non-residential premises, about 7 million land plots in the republic as economic assets is determined;
ensures the proportionality of the determined value of the real estate object for purchase and sale, pledge, seizure for public needs, taxation, and other circumstances;
a reliable, fully and periodically updated information base on the real estate market is created;
the principle of fairness in taxation will be widely implemented.
According to the document, starting from 2025, all real estate objects will be subject to periodic public appraisal to determine their value close to market value.
The Ministry of Economy and Finance has been designated as the body implementing a unified state policy in the field of public real estate appraisal. A National Center for Mass Assessment of Real Estate is being created under the Cadastre Agency as the executive body in the field of mass appraisal of real estate.
Mass appraisal work is carried out in the following stages:
2025-2026 - in the city of Tashkent as an experiment;
2026-2027 - in the city of Nukus and regional centers;
In 2027 and subsequent years - in the remaining regions.
By December 1, 2025, based on the preliminary results of the experiment in the city of Tashkent, proposals will be submitted to the Cabinet of Ministers to redefine the taxable base and reduce tax rates for property tax and land tax for property and land plots subject to mass appraisal.
The introduction of a real estate value based on market prices will allow reducing real estate tax rates and creating a real estate taxation system based on ensuring the principles of fairness in taxation.
