The event was organised as part of the World Bank’s technical assistance programme under the ECA Carbon Pricing Knowledge Platform TA Programme, during a mission to Uzbekistan led by Wei-Jen Lyu, Senior Specialist at the World Bank.
The event was held in cooperation with the Ministry of Economy and Finance of the Republic of Uzbekistan, the Center of Green Economy Projects under the Ministry, and World Bank experts. Participants included representatives of the Ministry of Energy, the National Committee on Ecology and Climate Change, the Agency for Hydrometeorological Services, as well as major enterprises operating in the country’s energy, metallurgy, chemical and construction materials sectors, including Uzbekneftegaz JSC, Thermal Power Plants JSC, Almalyk Mining and Metallurgical Complex, Navoi Mining and Metallurgical Company, and Uzkimyosanoat JSC.
The main objective of the event was to present the key findings of the Roadmap for the phased introduction of facility-level MRV systems at regulated large-scale enterprises, within the framework of implementing the Law of the Republic of Uzbekistan “On Limiting Greenhouse Gas Emissions” (No. ZRU-1073), and to discuss practical implementation mechanisms with relevant stakeholders.
During the discussions, participants were introduced to the priority areas for establishing facility-level MRV systems. These included developing the regulatory and methodological framework, preparing sector-specific monitoring methodologies, establishing a national database of emission factors by fuel type and industrial activity, providing methodological support to enterprises, and strengthening inter-agency data exchange.
Particular attention was also given to developing electronic reporting forms and a digital registry of greenhouse gas emissions, as well as integrating these systems with the RISQ online platform of the National Transparency System. In addition, opportunities to strengthen institutional capacity and develop information technology infrastructure under the World Bank’s Partnership for Market Implementation (PMI) programme were discussed.
The implementation of this initiative will play an important role in ensuring the transparent and reliable accounting of greenhouse gas emissions at major energy and industrial enterprises, establishing a high-quality database for national greenhouse gas inventories, and preparing for the introduction of a carbon tax and, in the longer term, an emissions trading system (ETS).
Furthermore, reliable facility-level emissions data will help domestic exporters comply with the requirements of the European Union’s Carbon Border Adjustment Mechanism (CBAM) and strengthen their competitiveness in international markets.
