The priority areas of action for the Ministry of Preschool and School Education were outlined in accordance wih Precidential Decree No. PF-5712 dated April 29, 2019 on "Approval of the concept for the development of the education system of the Republic of Uzbekistan by 2030" and the Annex 1 of the Precidential Decree No. PF-79 dated May 26, 2023 on “Further supporting the private educationinal services sector in preschool, secondary, and extracurricular education, and creating favorable conditions for its comprehensive development."

An initiative proposal, including the project concept, was submitted by the private initiator 'FOUR MARVELS' Non-State Educational Establishment (NTM) on the vacant dormitory building of the Oqdaryo Pedagogical College, located at 84 Zarafshon Street, Mustaqillik MCA (Mahalla Citizens' Assembly), Oqdaryo District, Samarqand Region. In this project, it is planned to organize a non-state school education organization on a public-private partnership basis, utilizing 9,500 sq.m of land area and 2050,2 sq.m of the dormitory building of the Oqdaryo Pedagogical College​​.

The selection of a private partner for the project is carried out in accordance with the requirements of the Law of the Republic of Uzbekistan “On Public-Private Partnership” and the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated October 30, 2024 No. 720.
