The priority areas of action for the Ministry of Preschool and School Education were outlined in accordance wih Precidential Decree No. PF-5712 dated April 29, 2019 on "Approval of the concept for the development of the education system of the Republic of Uzbekistan by 2030" and the Annex 1 of the Precidential Decree No. PF-79 dated May 26, 2023 on “Further supporting the private educationinal services sector in preschool, secondary, and extracurricular education, and creating favorable conditions for its comprehensive development."

A initiative proposal, including the project concept, was submitted by the private initiator 'SUNWAY GROUP SERVIS' LLC on the vacant land area of the State Specialized School No. 8, located in Namangan city, Namangan region. In this project, it is planned to organize a non-state school and a preschool education organization on a public-private partnership basis, utilizing 2912.17 sq.m of land area and 1768 sq.m of buildings and structures of the general education school No. 8​​.

The selection of a private partner for the project is carried out in accordance with the requirements of the Law of the Republic of Uzbekistan “On Public-Private Partnership” and the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated October 30, 2024 No. 720.
