During the meeting, Adham Eshchanov, Director of the Department of State Budget Policy, presented the results for 2026. Over two cycles, a total of 4,804 citizen initiatives were supported, with UZS 6.5 trillion allocated for their implementation.
New mechanisms were also introduced this year, including co-financing and the “Deputy Initiative.” Under the co-financing mechanism, citizens were given the opportunity to implement projects without a voting process, provided that they voluntarily contributed 50 percent of the project cost. As a result, 152 projects were supported, with citizens mobilizing nearly UZS 10 billion.
Under the “Deputy Initiative” mechanism, 495 projects were additionally selected, with a total value of UZS 479 billion, enabling elected representatives to support projects that had not been selected as winners during the main stage of the Initiative Budget.
The meeting also reviewed the results of three years of cooperation between the financial authorities of Uzbekistan and Russia in 2024–2026. During this period, 44 events were held, 9 analytical materials were prepared, and the “Maktab Open Budget” model for Initiative Budgeting in schools was developed and launched.
The meeting also focused on the use of digital technologies and big data analytics. These tools were highlighted as important opportunities for expanding citizen participation in the budget process and further improving Initiative Budget mechanisms.
