At the same time, the share of newly granted pensioners without a full qualifying work record increased from 6% in 2010 to 61% in 2025.
Under the proposal, the minimum qualifying work record would increase by one year annually from 2027, reaching 15 years in 2034.
For example, a citizen retiring in 2030 would be required to have 11 years of qualifying work record, rather than 15 years immediately.
At the same time, for citizens who are unable to accumulate 15 years of qualifying work record, the guarantee of receiving an old-age allowance five years after reaching the statutory retirement age would remain in place.
The objective is to make formal employment, full declaration of wages, and long-term contribution payments more economically beneficial.
