Seminar on the procedure for assessing “green” economy projects held

This event was organized jointly by the Center for Green Economy Projects and the Central Bank of Uzbekistan as part of the “Support to financing green development in Uzbekistan” project, implemented with the support of the United Nations Development Programme (UNDP), the European Union, and the French Development Agency (AFD). The seminar represented a practical step toward supporting Uzbekistan’s transition to a green economy and advancing the country’s sustainable finance system. More than 40 specialists and experts from 16 commercial banks participated in the event.
The seminar focused on the key requirements of the National Green Projects Assessment Tool (NGPAT) and its integration into banks’ lending processes. In line with the National green economy taxonomy, “green” projects cover five key areas: renewable energy, clean transport, energy efficiency, efficient use of water and resources, decarbonization, and ecosystem protection.
During the practical sessions, participants strengthened their skills in assessing projects against the criteria of the National green economy taxonomy, conducting technical assessments, calculating greenhouse gas emission reductions, and identifying “green” projects within existing loan portfolios. The assessment process was also reviewed step by step using examples of a solar photovoltaic power plant and a green transport project.
As the next important stage of the initiative, a two-month technical pilot project is planned. The pilot will test the practical effectiveness of the “green” project assessment criteria and evaluate opportunities for integrating them into banks’ lending and monitoring processes.
The initiative will help strengthen the capacity of commercial banks to independently assess “green” projects, develop “green” loan portfolios, and create the necessary conditions for effectively accessing international climate finance, including concessional financial resources mobilized under the CIF.
