Results of the Mass Valuation of Real Estate in Tashkent Discussed

During the open dialogue, the goals of the mass appraisal, the evaluation methodology, the data used, and the preliminary results for Tashkent were discussed, as was the procedure for property owners to review the results and submit appeals.
In accordance with Presidential Decree No. DP-43 dated March 5, 2025, the mass real estate valuation system is being introduced in phases. The first stage of implementing this system is being carried out on a pilot basis in Tashkent in 2025–2026.
During the event, the preliminary results of the mass valuation conducted in the capital were presented.
In particular, more than 600,000 apartments in Tashkent were valued. Their current cadastral value amounted to UZS 57.8 trillion, while the value determined through mass valuation amounted to UZS 426.7 trillion.
In addition, more than 213,000 individual residential properties were revalued. Their current cadastral value amounted to UZS 39.1 trillion, while their value based on the mass valuation results amounted to UZS 548.4 trillion.
The valuation results also demonstrated significant differences in real estate values across different areas of Tashkent. In particular, the value per square meter of apartments ranged from UZS 4.6 million to UZS 35.8 million, while the value per 100 square meters of land ranged from UZS 115 million to UZS 890 million.
The event also provided explanations on the procedure for making the valuation results available to the public and enabling property owners to submit their feedback. The preliminary results will be open for public discussion for 60 days.
Property owners have the right to review the valuation results and the data used in the calculations, obtain the necessary explanations, and request a reconsideration of the results. Property owners may also engage an independent valuation organization to determine the value of their property independently of the mass valuation results.
The event concluded with a question-and-answer session on the mass valuation methodology, preliminary results, and mechanisms for submitting requests and appeals by property owners.
