Uzbekistan Introduces a New System of State Regulation of Tariffs in the Energy Sector

The introduction of a new system of state tariff regulation marks the next milestone in the Government's energy sector reform program and the gradual transition to tariff setting based on the Regulatory Asset Base (RAB) methodology (https://gov.uz/en/imv/news/view/159309).
As part of this stage of the reform, the Interdepartmental Tariff Commission under the Cabinet of Ministers of the Republic of Uzbekistan has approved regulated tariffs for electricity generation, transmission, distribution and supply, as well as for natural gas transportation and gas supply services.
Important. The regulated tariffs approved by the Interdepartmental Tariff Commission apply exclusively to financial settlements between regulated entities operating within the energy sector. This decision does not affect the current electricity and natural gas tariffs applicable to households, businesses, or other final consumers.

Certain approved tariff parameters differ from those announced previously. These differences reflect the Government's decision to implement the new tariff regulation framework on a phased basis and to synchronize subsequent tariff adjustments with the national budget cycle. Next tariff adjustment is planned in the first half of 2027.
The RAB methodology provides for the determination of regulated tariffs based on the value of regulated assets, economically justified operating costs, and investment requirements.
The introduction of the new methodology does not imply that all costs and investment expenditures submitted by regulated entities are automatically reflected in regulated tariffs. Decisions on the approval of regulated tariffs are made by the Interdepartmental Tariff Commission in accordance with the legislation of the Republic of Uzbekistan.
The new tariff regulation system is designed to strengthen the financial sustainability of energy companies, support the modernization of energy infrastructure, improve the reliability of energy supply, and enhance the quality of energy services. At the same time, the Government retains its regulatory authority over tariff setting and the activities of natural monopoly entities in accordance with national legislation.
The methodology has been developed taking into account international best practices, recommendations of international financial institutions, and the specific characteristics of Uzbekistan's energy sector.
The introduction of the new state tariff regulation system marks an important milestone in Uzbekistan's energy sector reform. It establishes conditions for greater transparency in tariff setting, promotes long-term investment, supports the modernization of energy infrastructure, and contributes to more reliable energy supply while maintaining state regulation in natural monopoly sectors.
