Zsolt Lengyel, an expert from Germany's "Integration Consulting" engaged by GIZ, participated in the event and delivered presentations on international experience and advanced approaches.
During the seminar, standard operating procedures being developed to implement international carbon market mechanisms, project evaluation and authorization mechanisms, as well as international experience in establishing positive and negative lists for mitigation activities, were discussed in detail.
Additionally, the main differences between compensation payments for greenhouse gas emissions and international carbon trading mechanisms for project-based emission reductions were examined.
For reference: Compensation payments for greenhouse gas emissions are mandatory payments made for negative environmental impacts. Meanwhile, greenhouse gas emission reduction projects aim to mitigate climate change, creating opportunities to attract green investments.
Participants gained practical knowledge on additionality, alignment with Nationally Determined Contributions (NDCs), MRV (monitoring, reporting, and verification) requirements, as well as environmental and social safeguard issues.
Furthermore, practical sessions were conducted using specific project examples tailored to Uzbekistan's conditions in renewable energy, energy efficiency, industrial decarbonization, and waste management to categorize them into positive and negative lists.
This initiative serves to enhance Uzbekistan's capacity to participate in international carbon markets and establish high-quality international trading of projects in accordance with international standards.
