Kapital Bank Joins the State Mortgage Program, Bringing the Number of Participating Banks to 17

Pursuant to Presidential Decree No. PF–29, dated 24 February 2026, “On measures to accelerate housing provision for the population and effectively organize the construction of multi-apartment buildings”, the 2026 State Program for providing housing through market-based mortgage lending was adopted.
Under the Program, a total of UZS 23 trillion in mortgage loans is planned to be allocated in 2026, while UZS 2.7 trillion in subsidies will be provided to support citizens.
As of 1 July 2026, 57 percent of the Program’s annual target had been achieved, with mortgage loans totaling UZS 13.1 trillion issued to 42,575 citizens. In addition, UZS 814.3 billion in mortgage subsidies had been disbursed, of which UZS 265.5 billion was allocated to cover part of borrowers’ down payments.
To ensure the effective implementation of the State Program and attract additional financial resources to the mortgage market, the Ministry of Economy and Finance and Kapital Bank signed a Memorandum of Cooperation on 15 July 2026.
The Memorandum provides a framework for the efficient allocation of State Budget funds to the mortgage market under the annual State mortgage programs, clearly defines the rights and obligations of the participating parties, and establishes a foundation for long-term institutional cooperation.
With the signing of the Memorandum, the number of commercial banks participating in the State mortgage program has increased from 16 to 17.
This expansion will further improve access to mortgage financing, strengthen competition among commercial banks, and accelerate efforts to provide the population with housing.
