Seminar on Spatial and Territorial Planning Held in Samarkand

The seminar was organized by the Ministry of Economy and Finance and the Samarkand Regional Administration in cooperation with the United Nations Development Programme and the European Union.
The main objective of the seminar was to familiarize specialists from local executive authorities and territorial organizations with advanced international experience and innovative design principles, as well as to strengthen their practical skills in developing and implementing master plans in accordance with modern requirements.
During the seminar, a master plan was presented for the development of a mixed-use residential complex—the Yangi O‘zbekiston neighbourhood—on a 105-hectare site in Kamashi District. The plan was developed by France’s Groupe Huit and the United Kingdom’s Buro Happold, in collaboration with the local company Bloom Arch Studio, using an innovative planning approach.
The presentation highlighted the project’s socialization approach, the concept of a 15-minute city or neighbourhood, the use of energy-efficient materials and technologies, human-scale mixed-use buildings, safe pedestrian alleys and pathways, as well as parks and landscaped green areas.
The seminar also addressed a number of topics, including improving energy efficiency in design and construction, the role of artificial intelligence and transport modelling in urban planning, advanced approaches to spatial and territorial planning and master-plan development in the regions of Samarkand, Bukhara, Navoi, Jizzakh and Syrdarya.
The presentations were delivered by foreign and local specialists and experts, as well as representatives of Spain’s IDOM and the Republic of Korea’s DOHWA companies.
