Startup Ecosystem Development Discussed

The event was organized to support innovative entrepreneurship, establish a modern and effective legal framework for startups, and engage all stakeholders in the process of improving the legislative framework. The dialogue brought together young entrepreneurs, startup founders, representatives of accelerators and incubators, venture capital funds, investors, members of the Legislative Chamber of the Oliy Majlis, representatives of the Youth Parliament, relevant ministries and government agencies, as well as experts.
During the event, participants were presented with the initial draft of the Law "On Startups." It was noted that the draft law defines the legal status of startups, introduces mechanisms for supporting startup activities, provides for the development of startup infrastructure, and outlines the rights and responsibilities of ecosystem participants.
For reference, in accordance with Presidential Resolution No. PQ-59 of February 11, 2026, "On Measures to Introduce a Comprehensive Startup Support Ecosystem," the Government is tasked with improving legislation governing the startup sector, conducting broad consultations with stakeholders, and developing proposals for refining the draft law.
During the open dialogue, startup founders and venture investors shared practical challenges encountered in the sector, including expanding access to financing, attracting investment, and creating the legal and institutional conditions necessary for the rapid growth of startups.
Participants also held constructive discussions on several provisions of the draft law and put forward a number of proposals aimed at its further improvement.
The event marked an important step toward strengthening cooperation between government institutions, the private sector, and the startup community, fostering innovation, and building a competitive startup ecosystem in Uzbekistan that meets international standards.
It was noted that the comments and recommendations expressed during the dialogue will be reviewed and taken into consideration during the further refinement of the draft law.
