Legal Status, Criteria and Register of Public Interest Entities (PIEs) Announced

Based on the proposal of the Ministry of Economy and Finance, as the next stage of ongoing reforms aimed at introducing international requirements and standards into the financial accounting system, the legal status of Public Interest Entities (PIEs) has been introduced. This status applies to business entities of significant importance to society and the economy, for which special requirements are established regarding financial reporting, audit and governance.
In accordance with the Regulation on the Criteria for Classification as Organizations of Public Interest, the Requirements for their Financial Statements and Audits, and the Procedure for Forming and Maintaining the Register of Organizations of Public Interest (registration no. 3736, 27.12.2025), the Register of organizations (companies) that meet the criteria for inclusion in the category of organizations of public interest was formed by the specially authorized body—the Ministry of Economy and Finance—in collaboration with the Central Bank.
As of June of the current year, the total number of organizations included in the Register of Public Interest Entities reached 425, distributed by criteria as follows:
96 listed entities whose securities are admitted to public trading;
226 commercial banks, microfinance banks, microfinance organizations, factoring organizations, mortgage refinancing organizations, guarantee organizations, payment system operators and payment organizations;
14 investment funds and exchanges;
44 enterprises with state participation in which the state share in the charter fund/charter capital is 50 percent or more and which meet the established requirements for assets and net revenue;
132 organizations whose assets and net revenue for the last two consecutive calendar years amount to one million times the base calculation amount or more, and whose number of employees is not less than 500.

Public Interest Entities included in the Register this year will, starting from January 1, 2027, organize accounting in accordance with International Financial Reporting Standards (IFRS). Based on the results of 2028, they will prepare financial statements in accordance with IFRS and publish them together with audit opinions, except for legal entities for which earlier deadlines for transition to IFRS are provided by legislative acts.
The establishment of the legal status of Public Interest Entities, the criteria for inclusion in this category, and the formation of the Register will contribute to improving the transparency and quality of financial reporting and audit systems in Uzbekistan. This will ensure effective monitoring of the activities of organizations that affect the interests of the public and investors, improve corporate governance, expand the application of International Financial Reporting Standards, and enhance the country’s investment attractiveness.
