Another important document was adopted in the process of developing the financial reporting system in Uzbekistan and bringing it into line with international standards. The "Conceptual Framework for the Preparation and Submission of Financial Reporting" (reg. No. 3854 dated June 10, 2026), developed by the Ministry of Economy and Finance, has been approved.

This document was developed to ensure the implementation of the tasks outlined in the Resolution of the President of the Republic of Uzbekistan No. PP-282 dated September 15, 2025, and to align the national accounting and financial reporting system with international requirements.

The Conceptual Framework is a fundamental document of the financial reporting standards system, creating a unified methodological framework for the development of new financial reporting standards and the improvement of existing ones. The document defines the purpose of financial statements, quality characteristics, elements of financial statements, and basic principles for their recognition, valuation, presentation, and disclosure.

The implementation of this Conceptual Framework serves to ensure consistency and a unified approach in the financial reporting system. Based on this, the harmony between standards will be strengthened, and the reliability, comparability, and comprehensibility of financial data will increase.

The document also serves as an important methodological guide for forming accounting policies in cases where issues not fully regulated by IFRS standards arise.

The adoption of the Conceptual Framework supports the development of the national financial reporting system based on modern requirements and creates a solid foundation for the formation of a transparent, consistent, and international-standard financial reporting environment in the country.
