The effectiveness of support measures will be prioritized
The state is implementing large-scale support measures to provide comprehensive assistance to business entities, transform the private sector into a driver of the economy, create new jobs, and increase production and export volumes.
Specifically, support measures such as subsidies, grants, tax and customs incentives, preferences, compensation, and partial coverage of loan interest rates have been provided to business entities.
However, practice shows that in some cases, it is crucial to establish mechanisms for systematic analysis and monitoring of the actual economic effectiveness of these support measures, the results they achieve, and the extent to which state-allocated funds positively impact the economy.
In this regard, this resolution introduces a results-based evaluation mechanism for each form of state support provided to entrepreneurs.
From now on, each support measure will be linked to specific performance indicators.
In accordance with the resolution, specific performance indicators will be established for the support measures provided to business entities.
In particular, business entities that receive support measures will be evaluated based on indicators such as the number of new jobs created, the increase in production volume, changes in export figures, the volume of attracted investments, product localization, additional tax revenues, and the level of competitiveness.
These mechanisms will be used to measure the real economic impact of each support measure provided by the state and to analyze the return on budget funds.
A Monitoring and Evaluation Mechanism to Be Established
The resolution approves the procedure for the systematic monitoring and evaluation of the effectiveness of support measures provided to business entities (regulation), according to which:
information on support measures allocated to entrepreneurs by state bodies will be regularly collected;
the level of achievement of target indicators will be analyzed;
the effectiveness of support measures will be preliminarily and finally assessed;
cases of inefficient and improper use will be identified;
analytical data will be generated based on the results.
This mechanism will enable the identification of which types of state support measures yield the highest economic effect and facilitate the revision of ineffective mechanisms in the future.
Misused Subsidies to Be Returned
A key aspect of the procedure approved by the resolution is the strengthening of mechanisms for the responsible use of public funds.
Henceforth, a procedure will be in effect to return funds to the appropriate budget for subsidies that were received without justification, issued based on incorrect information, or used for purposes other than those specified.
This serves to ensure the targeted expenditure of public funds, foster a fair business environment, and reinforce budgetary discipline.
The provision of support measures and the evaluation of their effectiveness will be carried out through digital platforms.
The processes of providing, monitoring, and evaluating the effectiveness of support measures by responsible ministries and agencies will be digitized, and their information systems will be fully integrated with the unified platform of the Ministry of Economy and Finance.
This will automate interdepartmental information exchange between government bodies, reduce human involvement, and further strengthen transparency and accountability.
Responsible ministries and agencies will implement support measures based on specific methodologies.
Based on the provisions of the regulation approved by the resolution, responsible ministries and agencies will provide each support measure according to separate methodologies, taking into account the specific characteristics of each sector. The methodologies will specify the following:
establishing specific target indicators to be achieved by each business entity when support measures are provided;
monitoring the targeted use of the provided support measures by business entities and their achievement of the target indicators;
analyzing the effective use of the provided support measures by business entities and conducting a preliminary assessment of their effectiveness;
compiling a list of business entities that have used support measures ineffectively or for unintended purposes;
the procedure for returning subsidies that were baselessly received and used for unintended purposes to the appropriate sources.
At the same time, these methodologies will be published on the official websites of the relevant agencies to ensure openness and transparency.
In general, the procedures established by this resolution are aimed not only at allocating funds but also at directing them toward results, thereby improving the system of state support for business entities. This involves increasing the efficiency of state fund utilization, assessing the real economic impact of support measures provided to business entities, strengthening transparency, and further improving the business environment.
