Information on work completed during the 1st quarter of 2026 on the development of information systems and artificial intelligence technologies

On the implementation of priority digitalization projects:
4 priority projects aimed at digitalizing the relevant functions and tasks of the Ministry of Economy and Finance were implemented. Specifically:
1) The "Subsidiya.idm.uz" information system
To ensure the implementation of Resolution No. 49 of the Cabinet of Ministers of the Republic of Uzbekistan, dated February 19, 2026, "On Additional Measures for the Social Support of Educators with the Highest Qualification Category (Senior Teacher Position)," a procedure was introduced for allocating subsidies from the State Budget to cover 25 percent of the initial payment for refinanced mortgage loans.
Key aspects of this procedure include:
– The acceptance of subsidy applications was established through Public Service Centers and the Unified Portal of Interactive Public Services (hereinafter referred to as UPISP);
– A system was developed for scoring incoming applications according to the established procedure, without human intervention, and for notifying applicants of the results;
– Additional work was carried out to automate subsidy payments through the "subsidyplatform.mf.uz" payment platform based on the requests of participating commercial banks.
2) The "E-Grant" information system
In accordance with Resolution No. 49 of the Cabinet of Ministers, dated January 29, 2025, the "E-Grant" information system was developed to form the state order for personnel with higher education via an electronic platform (including the collection and processing of data and the determination of employers' needs for personnel with higher education).
3) The "E-Supervisory Board" information system
To improve corporate governance in large state-owned enterprises where the Ministry of Economy and Finance is a shareholder, the specialized "Electronic Supervisory Board" information system was developed to digitize the activities of supervisory boards, covering all of their operational processes.
4) The "Open Budget" information system
a) A separate page was created within the information system for projects funded based on a deputy's initiative, and the practice of maintaining a publicly accessible list of all such projects was introduced;
b) The practice of co-financing projects on a partnership basis was introduced into the "Initiative-Based Budget" process, and these projects were integrated into the information system;
c) A "voter profile" database was launched, containing information on citizens who participated in the voting processes of the "Initiative-Based Budget."
On the implementation of artificial intelligence (AI) technologies:
A "Working Group for the Acceleration of Artificial Intelligence Technology Implementation" has been established at the Ministry of Economy and Finance to systematically coordinate and strategically develop artificial intelligence initiatives. This working group includes relevant specialists in this field, such as an AI Project Manager, AI Engineer, MLOps Specialist, Network Administrator, and System Administrator.
1) An "AI-assistant" system based on artificial intelligence technologies has been developed to promptly, accurately, and effectively process incoming inquiries related to the activities of the Ministry of Economy and Finance, and to provide consulting services to users of the ministry's information systems.
This system was trained on regulatory legal acts and open data, and was first piloted on the "Open Budget" portal.
Additionally, the "G'azna AI" module of the ChatBot system, which provides practical guidance on public procurement for budget requesters, has been developed and trained on current regulatory legal acts in the fields of treasury and public procurement. The module has been piloted within the "UzASBO" software suite.
2) In order to support management decisions by comprehensively analyzing macroeconomic and enterprise-level indicators by region, identifying regional growth points, and providing users with high-quality analytical data, forecasts, and recommendations, the "IM AI" analytical system (ai.imv.uz) was developed and launched on a trial basis.
In the field of business process digitalization:
The project "Auditing the Ministry's Economic Tasks and Functions, and Assessing Opportunities for Business Process Optimization, Re-engineering, and Automation" has been launched.
Currently, interviews have been conducted with approximately 15 structural divisions and subordinate organizations. The project aims to identify redundant links and overlapping functions to increase process efficiency, and to develop well-founded proposals for their optimization and digitalization.
