A training seminar was held on improving legislation on startups

This event was held to ensure the implementation of Resolution of the President of the Republic of Uzbekistan No. PP-59 dated February 11, 2026, "On measures to introduce a comprehensive ecosystem for supporting startups."
The event was attended by representatives of ministries and departments responsible for the development of the industry, venture funds, experts from international financial institutions, including specialists from the UN Development Program, as well as consultants on digitalization and artificial intelligence to the khokims of the Republic of Karakalpakstan, regions, the city of Tashkent, districts, and cities, deputy heads of economic and financial departments, and employees responsible for the development of small and medium-sized businesses.
During the discussions, the main directions provided for in the concept of the draft law "On Startups," including:
- legal status of participants in the startup ecosystem;
- the procedure for registering startups;
- rights of venture funds and investors;
- mechanisms for state support of startups;
- protection of intellectual property;
- commercialization of innovations;
- issues of developing the startup ecosystem in the regions were discussed.
Also, during the meeting, special attention was paid to the issues of strengthening in legislation such basic concepts as "startup," "startup project," "institutional investor," "venture fund," "business angel," "accelerator" and "incubator."
In the second part of the event, a training seminar was organized to coordinate the processes of forming and implementing startup initiatives in the regions, where representatives of IT Park, the National Venture Fund UzVC and Aloqa Ventures made presentations on the financing and development of startup projects.
In conclusion, it was announced that proposals for the development of the startup ecosystem, existing problems in the regions and their solutions will be considered and studied in the appropriate manner.
