International exam costs for accountants are covered by the state

As part of supporting the international certification of accountants in Uzbekistan, from 2020 to 2025 more than 4,200 applicants had their international exam and training expenses covered by the state budget, totaling 11.06 billion UZS. As a result, 671 applicants successfully passed international certification exams.
As a logical continuation of this initiative, a new procedure has been introduced to further encourage the international training of accountants.
By Resolution No. 210 of the Cabinet of Ministers of the Republic of Uzbekistan dated April 28, 2026, a temporary Regulation on reimbursing the costs of taking exams within the framework of international certification of accountants has been approved. According to the Resolution, from 2026 to 2028, the expenses of individuals who successfully pass international certification exams will be covered by the state.
Under the new procedure, the reimbursement of exam costs for accountants within the framework of international certification will be carried out as follows:
Within the framework of international certification of accountants, the costs of initial registration and taking exams in relevant subjects will be reimbursed for citizens of the Republic of Uzbekistan and stateless persons permanently residing in the Republic of Uzbekistan (applicants);
The costs under the international certification of accountants will be reimbursed provided that applicants’ initial registration and exam sittings take place between May 1, 2026 and December 31, 2028;
To be eligible for reimbursement, applicants must have successfully passed exams in relevant subjects under internationally recognized organizations such as ACCA, CPA, ICAEW and others, and the reimbursable costs include exam fees set by these international organizations;
Applicants who have successfully passed the exams shall submit their applications through the electronic platform of the Ministry of Economy and Finance — subsidiya.mf.uz. In addition, starting from July 1, 2026, applicants will also be able to submit their applications through the “Yagona interaktiv davlat xizmatlari portali”. The application must include biometric passport or ID card details, documents confirming the exam expenses, as well as a certificate confirming successful completion of the exam.
The Ministry of Economy and Finance will, within 7 working days from the date of receipt of the application, make a decision on reimbursing or rejecting the expenses. The exam costs will be covered from the State Budget of the Republic.
This benefit is aimed at encouraging professionals to obtain internationally recognized qualifications and at promoting the wider adoption of International Financial Reporting Standards (IFRS) in the country.
