Work performed during the first quarter of 2026:
Based on the "comparative advantages" of regions and the "specialization of mahallas," socio-economic development resolutions for 13 regions were drafted (9 have been adopted; resolutions for the Bukhara, Namangan, Sirdaryo, and Tashkent regions have been defended, and the resolution for Tashkent city is being prepared for reporting) . An additional 2.3 trillion soums from the state budget and 500 million US dollars from the UFRD are being allocated.
A total of 3.9 trillion soums was fully allocated to the local budgets of 33 districts (2.3 trillion) and 330 mahallas (1.6 trillion) that were granted the "Face of a New Uzbekistan" status.
For reference, the Programs were formulated with the Reforms Headquarters and approved by the Councils of People's Deputies.
A total of 3.9 trillion soums was allocated to 37 districts (1.8 trillion) and 903 mahallas (1.8 trillion) in the "severe" category, with an additional 1.3 trillion soums allocated from local budgets, respectively.
For reference, based on the "comparative advantages" of the regions, the Programs were developed with the hokims and approved by the Councils of People's Deputies.
Based on the Olmazor experience, an additional 8.8 trillion soums in budget revenues were identified in 50 large cities (the plan was 7.4 trillion soums), and "business plans" for improving urban infrastructure were approved.
UZS 1 trillion was allocated in the first stage to 283 "driver" projects that stimulate economic growth;
For reference, these include 51 projects in industry, 180 in services, and 52 in agriculture.
With the support of the World Bank, efforts have begun to attract reputable foreign companies. Specifically, French (Groupe Huit) and British (Buro Happold) urban planning firms have been engaged for the Qashqadaryo and Surxondaryo regions, and the Spanish firm IDOM for the Samarkand region.
With the participation of the World Bank, a loan agreement for USD 400 million was signed in February under the Program-for-Results (PforR) financing mechanism as part of the "Livable and Sustainable Cities in Uzbekistan" project; Specifically, French (Groupe Huit) and British (Buro Happold) urban planning companies were attracted for the Kashkadarya and Surkhandarya regions, while Spanish (IDOM) urban planning companies were attracted for the Samarkand region.
USD 80 million was utilized (annual plan: USD 405 million) within the framework of the "Rural Infrastructure Development" and "Integrated Development of Medium-Sized Cities" projects, with the participation of IFIs.
Plans for the second quarter of 2026:
Work on using artificial intelligence in regional development based on the "Narpay experience" will continue;
(a) The IM AI (ai.imv.uz) platform, based on an "LLM model" and drawing from the databases of economic complex organizations, will be launched;
(b) Measures will be taken to establish a Project Office for the development of artificial intelligence in commercial banks.
With the participation of the World Bank, under the "Livable and Sustainable Cities in Uzbekistan" project, funds amounting to $42 million will be directed to 14 districts granted the "Image of New Uzbekistan" status this year, based on the Program-for-Results (PforR) financing mechanism;
In the services sector, a total of 1.2 trillion soums will be allocated for the implementation of infrastructure projects on 200 busy streets, 206 waterfronts, and 500 roadsides;
For improving the infrastructure of 150 mahallas with high tourism potential, 450 billion soums will be allocated;
For the establishment of 50 micro-industrial centers covering 400 mahallas, 150 billion soums will be allocated;
With the participation of IFIs, within the framework of the "Rural Infrastructure Development" and "Integrated Development of Medium-Sized Cities" projects, $180 million will be utilized (annual plan: $405 million) ;
Using a $6.6 million grant from the European Union, the development of a national spatial strategy will be launched to link and coordinate regional strategies and plans.
