By Decree of the President of the Republic of Uzbekistan No. UP-29 dated February 24, 2026, new measures were defined to further improve the housing conditions of the population and develop the mortgage market.

To provide the population with housing, a total of 23 trillion soums in mortgage loans will be allocated in 2026.
12.3 trillion soums from the budget, 7.7 trillion soums from commercial banks' own funds, and 3 trillion soums from the Mortgage Refinancing Company.
In 2026–2028, the number of housing units to be commissioned will be: 140,000 in 2026, 150,000 in 2027, and 160,000 apartments in 2028.
By 2040, the volume of apartment building construction is planned to be more than doubled, reaching 280,000 apartments per year: renovation - 170,000, "Yangi O'zbekiston" residential areas - 80,000, and other areas - 30,000.
