The meeting was attended by PMCG International Expert on Transfers George Tabuashvili, International Expert on Expenditures Steve Leeds, as well as the Head of the Department for Improving the Local Budget System of the Ministry of Economy and Finance Ruslanbek Mamanov and other responsible officials.
During the dialogue, the parties held discussions on conducting research and analysis on fiscal decentralization and developing a strategy to reform local budgets.
Furthermore, the discussions thoroughly examined the budgetary management powers of local executive and representative bodies, the establishment of clear criteria for defining revenue and expenditure powers and obligations between the republican and local budgets, and the introduction of an inter-budgetary relations system based on equalizing, results-oriented, and transparent rules.
In addition, during the meeting, the parties also exchanged views on the system of budget transfers, their distribution across regions, and approaches to increasing the efficiency of these transfers.
At the conclusion of the negotiations, the parties agreed to consistently continue their cooperation on enhancing the efficiency of public finance management, improving budgetary processes, and widely implementing international best practices.
