A seminar on planning and the gradual implementation of gender-responsive budgeting was held

In accordance with the Resolution No. SQ-297-IV of the Senate of the Oliy Majlis of the Republic of Uzbekistan dated May 28, 2021, “On approval of the Strategy for Achieving Gender Equality in the Republic of Uzbekistan until 2030”, tasks have been set to incorporate gender aspects into the drafting of state and local budget projects, conduct gender expertise, and gradually introduce gender-responsive budgeting.
The Ministry of Economy and Finance has been actively cooperating with international organizations in this area.
On April 7 of the current year, a seminar on planning and the gradual implementation of gender-responsive budgeting was held with the participation of representatives of the Senate of the Oliy Majlis of the Republic of Uzbekistan, international organizations, as well as relevant ministries and agencies.
The event was organized in cooperation with the Senate of the Oliy Majlis of the Republic of Uzbekistan and the Asian Development Bank. Within the framework of the event, practical approaches aimed at strengthening the legal and institutional foundations for integrating gender aspects into the public financial management system were discussed.
In their remarks, responsible officials emphasized the importance of introducing gender-responsive budgeting into the public financial management system. In particular, it was noted that this mechanism contributes to the allocation of public expenditures based on priority areas, ensures equal opportunities for women and men, and enhances the transparency and accountability of budget processes.
The roundtable was organized around the following areas:
— the role of gender-responsive budgeting in achieving national development goals;
— international experience in regulating this area through legislation;
— directions for developing a national legal framework for gender-responsive budgeting in Uzbekistan.
During the event, the implementation of the “Strategy for Achieving Gender Equality in the Republic of Uzbekistan until 2030,” as well as the “Action Plan for 2025–2026 on Gender-Responsive Budgeting in Pilot Ministries and Agencies Introducing Program-Based Budgeting,” was reviewed.
In particular, initial results of introducing gender-responsive budgeting mechanisms in ministries and agencies were noted. It was highlighted that, in cooperation with the Asian Development Bank, practical support was provided to include gender equality indicators in the 2026 budget programs of three ministries.
During the interactive discussions, participants developed proposals and recommendations for further improving the legislative framework.
At the conclusion of the event, it was emphasized that the gradual implementation of gender-responsive budgeting will ensure that the interests and needs of women and men are fully taken into account in budget processes, strengthen parliamentary oversight, and contribute to the effective fulfillment of national commitments on gender equality.
