“One Health” Grant Project Dedicated to Pandemic Prevention, Food System Security, and Ecosystem Resilience in Uzbekistan

The proposed grant project will become part of the “One Health” Program (hereinafter referred to as the Program) aimed at preventing pandemics, ensuring the resilience of food systems, and safeguarding ecosystem health in Central Asia. The Program involves five Central Asian countries — Uzbekistan, Kazakhstan, the Kyrgyz Republic, Tajikistan, and Turkmenistan.
Uzbekistan is expected to join the Program as Phase III of the project. The project will be financed through a grant of USD 1.79 million from the Pandemic Fund (these funds correspond to the relevant component of the multi-country project “Pandemic Preparedness and Response through the One Health Approach in Central Asia”, where the World Bank is designated as the implementing organization and Uzbekistan participates as a beneficiary).
The Program Development Objective (PrDO) is to strengthen capacity in Central Asia for the prevention, detection, and response to priority zoonotic diseases, antimicrobial resistance, and food safety issues through a regional “One Health” approach.
The Program will support the development of core capacities necessary for implementing the “One Health” approach at both national and regional levels. Particular emphasis will be placed on establishing governance mechanisms and enhancing prevention, detection, and response capacities by strengthening existing infrastructure and systems.
Within the framework of the grant implementation, the Ministry of Economy and Finance is publicly disclosing the Environmental and Social Commitment Plan (ESCP) and the Stakeholder Engagement Plan (SEP) for the “One Health” Project planned to be implemented in Uzbekistan.
These documents define the obligations of stakeholders to ensure that the Project’s management mechanisms are developed and implemented in compliance with the World Bank’s Environmental and Social Framework (ESF) requirements.
