Information on the implementation of mortgage and subsidy programs in 2025

I. Mortgage loans
In 2025, within the framework of the new procedure for providing housing to the population through market-based mortgage loans, more than 21,215 billion soums in mortgage loans were allocated to 70,415 citizens (24% more than in 2024).
Of these, 13,609 billion soums in loans were allocated to 46,354 citizens from budget resources.
II. Mortgage loan subsidies
In order to provide housing for low-income families in need of improved living conditions, a total of 2,118.2 billion soums in subsidies were paid to 20,894 citizens in 2025.
Regarding the utilization of subsidies:
the highest - Khorezm region - 1,630 (100%), Andijan region - 2,598 (94%) and Surkhandarya region - 1,941 (83%);
the lowest - Tashkent region - 732 (29%), Tashkent city - 823 (33%), Bukhara region - 997 (60%).
Currently, payments continue to be made based on citizens' requests for 9,106 notifications that were issued in October 2025 and not used by the end of February 2026.
III. JSC "Uzbekistan Mortgage Refinancing Company"
In 2025, loans totaling 2.2 trillion soums were allocated to nearly 9,000 citizens from the Company's funds (42% more than in 2024).
111.6 billion soums of mortgage loans were directed towards "green" renovations.
In 2025, the Company raised a total of US$63 million, including US$30 million from the Asian Development Bank, US$20 million from the International Finance Corporation, and US$13 million from the European Bank for Reconstruction and Development. 600 billion soums were attracted from the local capital market.
Additionally, agreements were reached to attract $40 million from the European Bank for Reconstruction and Development and €30 million from the French Development Agency.
