Announcement on the Tender Results for the Establishment of a Multidisciplinary Hospital in Fergana Region under a Public-Private Partnership (PPP)

The Ministry of Health, with the support of the Ministry of Economy and Finance, has completed the tender process within the framework of implementing a public-private partnership project for the establishment of a multidisciplinary hospital in Fergana Region (hereinafter referred to as the “Project”).
The Project is being implemented at the initiative of the Ministry of Health in accordance with Presidential Resolution No. PQ-308 dated August 30, 2024, “On Measures to Develop Public-Private Partnership in the Republic of Uzbekistan for 2024–2030.”
The consortium of VISION INTERNATIONAL INVESTMENT COMPANY (Saudi Arabia) – KOC CONSTRUCTION MEKANIK ELEKTRIK LLC FE (Uzbekistan) – REKEEP (Italy) was announced as the winner of the tender. The documents submitted by the consortium met all technical requirements, and it offered the lowest financial proposal.
Within the framework of the Project, the winner undertakes to design, finance and construct a modern 800-bed multidisciplinary hospital in Fergana Region, equip it with modern medical equipment in accordance with international standards, and ensure its technical operation for a period of 20 years.
Implementation of the PPP project for the construction of a multidisciplinary hospital in Fergana Region will provide residents of the region and neighboring provinces with access to modern high-tech tertiary medical services, including cardiac surgery, neurosurgery, and organ transplantation.
Within the Project, the consolidation of five existing medical institutions in the region into a single location and equipping them with advanced diagnostic and treatment infrastructure will increase the efficiency of resource utilization, improve service quality, and reduce the need for patients to travel outside the region or the country.
This Project is a pilot initiative demonstrating successful cooperation between the public and private sectors in healthcare and will serve as a model for the development of modern medical complexes in other regions of Uzbekistan.
In general, a total of ten companies participated in the international tender process, eight of which passed the prequalification stage. Technical and financial proposals were received from all of the participants, including, the consortiums of Meridiam (France) and Ronesans (Türkiye), Plenary (UAE), YDA Group (Türkiye), and Fuad Alganim Holding (Kuwait).
The key requirements for companies were stringent and included experience, financial indicators, and other criteria.
