The seminar aimed to improve public finance management, including reforming the processes of forming budgets within the budget system based on international experience.

 During this seminar, on January 27 of this year, a presentation on “The Role of the Ministry of Economy and Finance in Reviewing and Analyzing Budget Submissions” was delivered to about 40 employees of the Ministry of Economy and Finance. 

The presentation highlighted the importance and purpose of reviewing sectoral ministry budgets, general approaches to assessing budget requests by expenditure types (current, capital, and administrative), including requirements for ensuring their compliance with expenditure limits.

 On January 28, experts conducted a presentation on “Methods and Tools for Reviewing Capital Investment Expenditures”, where they provided explanations on key issues in evaluating capital investment requests, setting priorities between ongoing and new projects, and examining the provision of maintenance costs and other relevant current expenses.

 Subsequently, on the following day of the seminar, a presentation was held on “Analysis of Methods and Tools for Reviewing Current Expenditure Projects”. 

During this session, examples from advanced foreign practices were presented regarding the processes of analyzing and reviewing wages and equivalent payments, as well as examining expenditures on subsidies and transfers.

 On the final day of the seminar, experts provided suggestions and recommendations for improving the budget request review processes in our country, while recapping the topics covered during the three-day period with all participants.

 Based on these suggestions and recommendations, an agreement was reached to develop relevant regulatory legal documents related to budget requests in the near future and to continue cooperation with International Monetary Fund experts to improve the system.
