“ToshTech” University Begins Operations as a New-Generation Engineering Ecosystem

The opening ceremony was attended by the Minister of Higher Education, Science and Innovation of the Republic of Uzbekistan, Kongratbay Sharipov, the Minister of Energy of the Republic of Uzbekistan, Jorabek Mirzamahmudov, the Deputy Minister of Economy and Finance, Otabek Fazilkarimov, as well as representatives of international partners — Constructor University Bremen (Germany) and Boston Consulting Group (USA) — and heads of leading companies in the industrial and energy sectors.
“ToshTech” is a flagship national project within Uzbekistan’s higher education system and is forming a new model of an engineering university based on academic excellence, applied research, and systematic integration with industry. The University operates as an institutional platform for STEM disciplines, technological entrepreneurship, and knowledge and technology transfer.
Academic instruction is planned at the bachelor’s and master’s levels in engineering and technological fields, delivered in Uzbek, Russian, and English.
During the first four years, five schools (faculties) in the most in-demand areas are planned to be launched:
- Electrical Engineering
- Industrial Mechanical & Automotive Engineering
- Materials Science & Engineering
- Advanced Engineering & Emerging Technologies
- Engineering & Management
The University’s Foundation Program has been developed with the academic participation of Constructor University Bremen (Germany) and fully complies with international standards of engineering education. This partnership ensures the quality of curricula, assessment and academic supervision mechanisms, faculty training, and academic exchange.
In addition, the University plans to launch joint bachelor’s and master’s programs in cooperation with leading universities in Singapore, the United Kingdom, and the United States.
The development concept, institutional model, and strategic architecture of academic programs of “ToshTech” University were designed with the support of experts from the international consulting firm Boston Consulting Group (BCG). BCG provides assistance in establishing the University’s governance model, industry integration, competence centers, and digital learning infrastructure.
Within the framework of the opening ceremony, memoranda of understanding were signed between “ToshTech” and a number of major sectoral organizations, including:
- JSC “Uzbekistan Technological Metals Combine”
- ACWA Power
- JSC “Thermal Power Plants”
- LLC “Green Energy”
- JSC “Regional Electric Networks”
- JSC “National Electric Networks of Uzbekistan”
- JSC “Uzenergoinjiniring”
These partnerships will provide mechanisms for student internships, traineeships, joint projects, and employment after graduation.
Amid accelerating technological transformation and industrial modernization, the demand for highly qualified engineering professionals in Uzbekistan’s economy is rapidly increasing. According to working group forecasts, over the next ten years the country’s key sectors will require nearly 35,000 engineering specialists. The University is designed to fill this gap by training modern engineers for the energy sector, industry, mechanical engineering, and high-technology manufacturing.
The necessary infrastructure has been established to ensure the full launch of the University’s activities in September 2026. In December 2025, the first phase of the campus construction was completed. The ToshTech University building incorporates energy-efficient technologies, including triple-layer double-glazed windows, basalt insulation of external walls, heating and cooling systems based on heat pumps and fan coils, and the generation of required electricity through renewable solar panels. Currently, more than 4,000 square meters of facilities are heated and cooled using 120-kilowatt-capacity solar panels.
During the initial admission campaign for the Foundation Program, more than 650 applications were received, and 200 students were selected. Currently, measures are being taken to admit an additional 120 listeners.
