The meetings were dedicated to extensively explaining the essence of the Decree of the President of the Republic of Uzbekistan No. 259, dated December 26, 2025, "On Next Measures to Ensure a Competitive Environment and Transparency in the Public Procurement System," as well as providing detailed commentary on the priority tasks and practical mechanisms defined by the document.
During the sessions, it was emphasized that the Decree sets forth key objectives aimed at radically improving the public procurement system, strengthening openness and competition, supporting local producers, and ensuring the effective use of budget funds. Specifically, it is planned to gradually increase the share of competitive procurement to 80 percent, the volume of saved funds to 25 trillion soums, and the share of local products in procurement to at least 85 percent.
Additionally, several significant innovations are being introduced into public procurement practice within the framework of the Decree. In particular, a new competitive method—the "Request for Proposals" mechanism—will be launched. Once state clients publish their procurement plans, this information will be automatically delivered to local producers via electronic notification.
Furthermore, it was noted that local enterprises with a localization level of more than 30 percent will be permitted to receive advance payments based on their localization level. A procedure for organizing local auction trades between budget clients and local producers will also be introduced.
The Decree also establishes the practice of electronically issuing powers of attorney for individuals receiving goods, works, and services on behalf of state clients through the electronic public procurement system. The deadlines for the examination (expertise) of procurement documents will be shortened based on their value and complexity, and it has been determined that all draft procurement documents must undergo public discussion.
At the same time, the launch of an electronic module that automatically calculates average market prices is envisaged to prevent unjustified price increases and strengthen financial discipline.
In conclusion, questions regarding the practical implementation of the Decree, the processes for introducing new mechanisms, and enhancing the system's efficiency were discussed by the participants, and appropriate explanations were provided.
