In recent years, as part of the gradual liberalisation of Uzbekistan's economy, health resorts and sanatoriums have also been included in the scope of reforms. Improving the efficiency of public services, upgrading infrastructure and strengthening social protection mechanisms require the introduction of new approaches in this area.
In order to improve the quality of services provided, eliminate problem areas and bring services up to modern standards, it is planned to introduce public-private partnership (PPP) mechanisms, which will attract financial resources and management experience from the private sector.
On this basis, the National Agency for Social Protection under the President of the Republic of Uzbekistan (hereinafter referred to as the Public partner) has developed a project to modernise and transfer the management of the Tovoksoy sanatorium under PPP terms (hereinafter referred to as the PPP project).
Project structure and financial mechanism
Under this PPP project, the Public partner shall refer 15,604 users to the Private partner annually on the basis of vouchers. From 2026, the cost of one voucher for each referred user is 1,346,125.00 soums. Voucher prices are reviewed annually using an indexation mechanism. The distribution of vouchers by month and indexation coefficients will be specified in separate annexes to the PPP agreement.
After taking over the management of the sanatorium, the Private partner undertakes to carry out construction and reconstruction work, installation of medical equipment at its own expense within the established deadlines. These deadlines and technical requirements will be clearly specified in the PPP agreement.
In addition, the Private partner has the right to sell paid vouchers to people other than those referred by the Public partner. The prices for such vouchers are set by the Private partner independently, without the participation of the Public partner. All new additional capacity created by the private partner will be primarily directed towards serving paying customers.
The Private partner will also transfer a certain share of its profits to the Public partner (the size of the share and the start date of payments will be determined in the second stage). The mechanism for these payments is based on the Public partner granting the Private partner the right to use state assets and carry out business activities on that basis. Therefore, after partial reimbursement of its investments, the Private partner will pay the Public partner a fixed share of its income for the right to use the PPP facility.
Legal basis of the project
The project documentation has been developed in accordance with the Law of the Republic of Uzbekistan dated 10 May 2019 No. LRU-537 ‘On Public-Private Partnership’ (the Law) and Resolution No. 720 of the Cabinet of Ministers of the Republic of Uzbekistan dated 30 October 2024 ‘On Measures to Further Improve and Comprehensively Systematise the Sphere of Public-Private Partnership’ (the Resolution). Since the cost of the project exceeds the equivalent of
US$1 million, in accordance with the requirements of the Law and the Resolution, the private partner will be selected on the basis of a two-stage tender:
- Request for Qualification stage
In accordance with current legislation, applicants wishing to participate in the preliminary qualification selection are required to submit the specified set of documents within 30 (thirty) calendar days. The deadline for submission may be extended at the request of the applicant and with the consent of the tender commission..
For the purpose of familiarisation and clarification, applicants are provided with a set of tender documentation, including:
- Tender procedure and stages;
- Application forms;
- Preliminary qualification requirements..
The deadline for submitting applications is 6 February 2026 (before 9:00 PM Tashkent time).
- Request for Proposal stage
At this stage, only those applicants who have successfully passed the preliminary qualification selection are eligible to participate.
Participants shall purchase the tender documentation from the Public partner for a one-time fee of 3,000,000 soums and are required to submit their tender proposals within 45 calendar days. If necessary, the deadline for submission may be extended.
The tender proposal package includes:
- Project concept;
- Tender submission forms;
- Evaluation criteria and conditions;
- List of minimum medical services provided to users referred on budget vouchers;
- Requirements for new tasks and equipment;
- Draft PPP agreement.
