Resolution of the President of the Republic of Uzbekistan No. PQ-397 “On measures to improve the procedure for forecasting state budget revenues” has been signed

In accordance with the Resolution, systemic changes will be implemented in the following key areas:
• Introduction of a New Procedure for Approving Forecast Indicators in 2026
– Quarterly forecast indicators for state budget revenues will be approved by the Ministry of Economy and Finance by revenue sources and quarters, in coordination with the Administration of the President of the Republic of Uzbekistan;
– Within three working days after the approval of forecast indicators, forecast indicators of district and city budget revenues by revenue sources and quarters will be approved by decisions of the Chairman of the Council of Ministers of the Republic of Karakalpakstan and the khokims of regions and the city of Tashkent;
– Amendments to the forecast revenue indicators established for the Republic of Karakalpakstan, regions, and the city of Tashkent may be introduced by the Ministry of Economy and Finance in coordination with the Administration of the President of the Republic of Uzbekistan.
• Introduction of Digital Technologies in Forecasting State Budget Revenues
Starting from 2026, the processes of forecasting and calculating state budget revenues will be carried out in an automated manner through the information system of the Ministry of Economy and Finance.
In addition, information from ministries and agencies will be fully integrated through the “E-Government” system.
• Capacity Building and Improvement of Methodology
The Ministry of Economy and Finance will organize training sessions for specialists of the Republic of Karakalpakstan, regions, the city of Tashkent, as well as district and city khokimiyats, aimed at explaining the content, objectives, and expected outcomes of this Resolution.
Furthermore, specific proposals to further improve the procedure for developing state budget revenue forecasts and the calculation methodology will be regularly submitted to the Administration of the President of the Republic of Uzbekistan.
