Uzbekistan Studies South Korea’s Experience in Digital Governance and Artificial Intelligence Development

From October 12 to 25, 2025, a practical seminar titled “Building the Capacity of Civil Servants in Digital Transformation in Uzbekistan” was held in cooperation between the Ministry of Digital Technologies of Uzbekistan and the Korea International Cooperation Agency (KOICA). The training was organized within the framework of KOICA’s “CIAT – Capacity Improvement for Advanced Technology” program.
The program aimed to enhance participants’ knowledge and skills in digital technologies, innovation, and artificial intelligence, while promoting international experience exchange and studying South Korea’s best practices in digital governance.
On the opening day, representatives of the Ministry of Digital Technologies presented major national projects in digitalization, telecommunications, artificial intelligence, and digital education to KOICA specialists.
In the following sessions, Korean experts delivered presentations on:
• “Protecting the Digital Society: Korea’s Emerging Cybersecurity System”;
• “History of Development and Best Practices of Anti-Corruption Policy”;
• “Key Technologies of E-Government”;
• “Improving Public Administration through E-Government”;
• “Smart City Policy Based on Emerging Technologies and Artificial Intelligence.”
Participants also visited the Seoul Metropolitan Government’s Transportation Management and Information Service and the smart city project in Anyang, gaining practical insights into South Korea’s digital infrastructure and governance systems.
At the conclusion of the training, participants developed project proposals for implementation in Uzbekistan, including:
• “Introducing the ‘Sharing Economy’ into the Neighborhood System”;
• “Enhancing the Capacity of Computer Science Teachers in Artificial Intelligence and Establishing a Certification System”;
• “Reducing the Human Factor through Artificial Intelligence in Digital Public Services.”
KOICA experts highly commended the projects and proposed supporting the initiative on AI teacher capacity development and certification.
As part of the program, participants also visited Korea’s historical and cultural sites.
This cooperation serves not only as a platform for knowledge exchange but also as a foundation for strengthening practical collaboration between specialists of both countries, enhancing skills, and achieving tangible progress in digital transformation.
