Uzbekistan’s Initiatives in Postal Sector Supported at UPU Congress

The 28th Congress of the Universal Postal Union (UPU) took place in Dubai, United Arab Emirates, from September 8 to 19. A delegation led by Advisor to the Minister of Digital Technologies J. Egamberdiev represented Uzbekistan at the event.
The UPU, a specialized UN agency, coordinates, standardizes, and develops global postal communications and currently unites more than 190 member states.
The Congress addressed key issues in international postal services and defined strategic priorities for 2026–2029. Plenary and committee meetings focused on the development of the global postal system, digital transformation, improved logistics infrastructure, and enhanced quality of postal and financial services.
The UPU's governing bodies, including the International Bureau, Council of Administration, Postal Operations Council, and Advisory Committee, reviewed and approved key outcomes during their meetings. The new 2026–2029 UPU strategic plan, named the 'Dubai Era' strategy, was also approved. Elections were held for the positions of Director General and Deputy Director General of the International Bureau, as well as members of the Postal Operations Council and the Council of Administration.
Commission meetings considered hundreds of proposals from UPU member states, addressing the development of postal financial services, electronic platforms, logistics improvements, and payment mechanisms. Uzbekistan submitted 11 proposals, of which 9 were included in the Agreement on Postal Payment Services and 2 in the Universal Postal Convention.
The adoption of these initiatives highlights Uzbekistan’s growing international standing and confirms that the reforms underway in the national postal sector are being recognized by the global community.
