Samarkand Hosts UN Civil Service Forum

The opening event of the United Nations Public Service Forum (UNPSF 2025) took place today, June 23, in the city of Samarkand.
This year’s forum is held under the theme “Five Years to 2030: Accelerating Public Service Delivery for a Sustainable Future.”
The event convened ministers and heads of civil service institutions from Europe, Asia, Latin America, and Africa, including representatives from small states such as Samoa and Bhutan. Participants also include delegates from international and regional organizations, academic institutions, civil society, the private sector, and leaders in innovation.
The forum program features plenary sessions, thematic panels, strategic dialogues, and presentations of best practices in public administration.
A key highlight of the forum is the Samarkand Ministerial Declaration, which emphasizes the importance of international cooperation, particularly the exchange of experience among developing nations, and the advancement of equitable access to public services.
Minister of Digital Technologies Sherzod Shermatov delivered one of the forum’s principal contributions — the Samarkand Declaration.
This document outlines the role of digital public services in achieving sustainable development and proposes a global service model that emphasizes innovation, inclusiveness, and citizen-centric approaches.
In his address, the Minister shared Uzbekistan’s national experience in building digital services tailored to public needs and introduced the concept of “digital justice.”
The presentation of such a significant political statement within the UN framework by a representative of Uzbekistan marks a milestone and underscores the country’s growing role in shaping global digital policy.
