The meeting was attended by Sherzod Shermatov, Minister of Digital Technologies of the Republic of Uzbekistan; Farhod Ibragimov, Chairman of the Board of Enterprise Uzbekistan; Lazizbek Khudayev, Director for Resident Relations at IT Park Uzbekistan; Yuriy Antanyuk, Vice President of EPAM; and Renat Akhtyamov, Head of EPAM Uzbekistan.
Priority areas of discussion included:
Establishing AI Academy Uzbekistan to develop a system for artificial intelligence education and specialist training based on the EPAM Campus model;
Applying Agentic AI technologies in public administration, including exploring opportunities to implement pilot projects;
Expanding cooperation to strengthen technological capabilities and advance the digital transformation of the public sector.
Building on EPAM’s longstanding presence in Uzbekistan, these initiatives could create new opportunities to train qualified AI specialists and accelerate the adoption of innovative digital solutions in the public sector.
Establishing AI Academy Uzbekistan
A key focus of the meeting was the proposal to establish the Super Intelligence Academy Uzbekistan in partnership with EPAM. The educational platform is planned to be launched based on the EPAM Campus model, which combines theoretical instruction with practical training and work on real-world technological tasks.
The Academy’s proposed concept encompasses three areas:
Providing young people with free training in the fundamentals of information technology and artificial intelligence;
Offering specialized educational programs to train AI specialists and enhance their professional qualifications;
Training civil servants to apply artificial intelligence technologies to improve the efficiency of their work processes.
The initiative could broaden access to specialized training and establish additional educational infrastructure to support the development of Uzbekistan’s artificial intelligence industry.
Applying Artificial Intelligence in the Public Sector
The parties also discussed the potential use of Agentic AI in public administration. These technologies enable artificial intelligence systems to perform multi-step tasks autonomously and interact with digital systems.
As a potential area of cooperation, the parties considered developing two or three practical use cases for these technologies, taking into account the specific needs of Uzbekistan’s public sector.
Particular attention was given to information security and the protection of classified state data. At the initial stage, the parties proposed considering a single pilot project with clearly defined objectives, technical requirements, and implementation timelines.
The discussions also covered the possibility of studying EPAM’s international experience in implementing digital solutions for the public sector and adapting successful practices to Uzbekistan’s needs.
Expanding Existing Cooperation
EPAM is one of Uzbekistan’s international technology partners. Founded in the United States in 1993, the company specializes in software development, cloud technologies, data analytics, artificial intelligence, and digital transformation. As of the second quarter of 2026, EPAM’s global workforce numbered more than 62,800 employees.
The company has operated in Uzbekistan since 2019 and currently maintains two offices in the country. Its local team comprises more than 600 specialists serving over 70 international clients.
EPAM also contributes to the development of IT education in Uzbekistan. Educational laboratories specializing in Java, .NET, JavaScript, and DevOps operate at Tashkent University of Information Technologies, INHA University, and Amity University.
Another significant outcome of the partnership was the establishment of IT Park University. The university’s first graduating class, comprising 75 specialists, received their diplomas in 2025.
The discussions on establishing AI Academy Uzbekistan and implementing promising artificial intelligence projects could open up further opportunities to expand cooperation with EPAM in specialist training, the development of technological competencies, and the introduction of modern digital solutions in the public sector.
