New Digital Services to Be Introduced on My.gov.uz

President of the Republic of Uzbekistan has adopted Resolution No. PQ-265, "On Measures to Improve Public Services Rendered to the Population and Create Additional Conveniences for Citizens," dated July 15, 2026.

New Digital Services to Be Introduced on My.gov.uz

The resolution introduces new measures to expand access to electronic public services and enhance the convenience, security, and accessibility of digital government services for citizens and businesses.New Services on the Unified Portal

Starting October 1, 2026, the following services will be introduced on the unified interactive public services portal (my.gov.uz):
– the ability for individuals and legal entities to place or lift a prohibition on the pledging, mortgaging, or alienation of real estate and motor vehicles they own by right of property.
– In this case, the prohibition is placed by individuals following identification via Face-ID, and by legal entities via electronic digital signature based on a decision of the general meeting of their founders (participants, shareholders);
– enabling citizens to obtain information on phone numbers and bank cards registered and used in their name, and to manage this process through the following capabilities:
– submitting applications to deactivate a phone number for a specified period (or reactivate it) and to stop service for phone numbers no longer in use;
– obtaining information on paid services linked to a phone number;
– sending applications to the issuer to block (close) bank cards;
– automatic notification to the citizen via the Unified Portal whenever a new notarial act is registered in their name, along with record-keeping of such acts.

Virtual Payment Cards for Public Services to Be Available on My.gov.uz

Under the adopted resolution, starting September 1, 2026, citizens will be able to open a virtual payment card from commercial banks participating in the my.gov.uz portal on a competitive basis.

The new service will allow users to:
• Open a virtual payment card directly through my.gov.uz;
• Link their existing bank payment card;
• Pay for public services using the virtual card;
• Automatically receive refunds to their bank card for overpayments, erroneous payments, or compensation related to delays or unjustified refusal in the provision of public services.

Citizens will not be charged any commission fees for:
• Opening a virtual payment card through the Single Portal;
• Funding the virtual card using the infrastructure of participating commercial banks;
• Transferring funds from the virtual payment card back to their personal bank payment cards.

In addition, minors will be exempt from paying state court fees when applying to courts to independently exercise and protect their rights.

Primary Personal Data Will Be Updated Automatically

Starting October 1, 2026, changes to an individual's primary personal data—such as their surname, first name, patronymic, and date of birth—will be automatically reflected in the information systems of government agencies through the interagency electronic interaction system.

Under the new procedure:

• The government authority responsible for registering the change will notify all relevant government agencies through the Electronic Government interagency integration platform, enabling updates to the corresponding electronic records without requiring additional applications from citizens.

• Citizens will receive real-time notifications about changes to their primary personal data through the Single Portal.

• Identity documents will be reissued based on the official certificate confirming the change of primary personal data.

New Rules for Advertising Calls and SMS Notifications to Take Effect

Starting November 1, 2026, a new procedure will come into force to strengthen the protection of citizens' rights in relation to advertising calls and SMS notifications.

Under the new rules:

• Businesses and individuals promoting goods, works, or services via SMS will be permitted to send advertising messages only after obtaining the recipient's prior written or electronic consent.

• Companies providing advertising call and SMS distribution services must register their information systems in the State Register of Personal Data Databases before offering such services.

• Advertising calls and SMS notifications will be prohibited between 6:00 p.m. and 9:00 a.m.

• Mobile network operators will be required to fully or partially block advertising calls and SMS notifications at the subscriber's request.

• Failure to comply with these requirements will constitute a violation of the legislation on advertising and personal data protection and will result in the application of the measures provided by law.
