Among these initiatives was the launch of the “Second Chance” project, aimed at facilitating the rapid and effective social reintegration of young people serving sentences in correctional institutions. The project envisages intensive 8–12-month training programs in programming, web design, computer engineering, foreign languages, and other in-demand professions, creating opportunities for sustainable and well-paid employment after release.

Implemented under Presidential Resolution No. 117 “On Measures to Train Young People in Correctional Institutions for Modern Professions,” the project is opening new pathways for personal and professional development.

On June 11, the official launch ceremony of the “Second Chance” project was held at Correctional Colony No. 24 in Zangiota District.

Addressing the event, Minister of Internal Affairs Lieutenant General Aziz Tashpulatov and Minister of Digital Technologies Sherzod Shermatov emphasized that the initiative reflects the country’s ongoing reforms aimed at safeguarding human dignity, expanding opportunities, and supporting the future aspirations of every citizen.

At the initial stage of the project, a working group comprising representatives of the Ministry of Digital Technologies, the Vocational Education Agency, the Youth Affairs Agency, and other sectoral specialists assessed the interests, abilities, and professional aspirations of participating young people.

To support implementation, 20 classrooms meeting educational and sanitary standards have been established across 10 correctional institutions in Tashkent, Kashkadarya, and Navoi regions. The facilities have been equipped with computers and the necessary educational resources, while preliminary assessments have already been conducted and training activities have commenced.

During the event, the responsible organizations were tasked with expanding the scope and intensity of training programs, increasing the number of educational pathways based on participants’ interests, and involving specialists from service industries alongside experts in modern technological fields.

With grant support from Unicon-Soft LLC, participants will receive training in programming, web design, computer engineering, foreign languages, and other contemporary professions through intensive educational programs. In addition, they will be provided with social and legal support throughout the process. Graduates who successfully complete the courses will receive nationally recognized qualification certificates.

The “Second Chance” project represents an important initiative aimed at enhancing skills, improving employment prospects, and supporting the successful integration of young people into society. Most importantly, it offers new opportunities for those seeking to rebuild their lives, providing them with the knowledge, qualifications, and confidence needed to secure a meaningful place in society and contribute to the country’s development.
