Uzbekistan Reviews Progress in Building a Nationwide Digital Education Ecosystem by 2025

More than one million learners completed IT courses and obtained certifications under the “One Million Uzbek Programmers” initiative, significantly advancing digital education nationwide. Over 20,000 graduates of the program have since entered IT professions, earning an average monthly income of around 6 million soms.
In November 2025, responding to growing interest in artificial intelligence and emerging global demands, the initiative entered a new phase with the launch of the “Five Million Artificial Intelligence Leaders” project. Through the aileaders.uz platform, participants gained access to free online education from leading international providers, including AI programs supported by the Government of the United Arab Emirates, Coursera, Huawei, and Oracle. The localization of 3,000 Coursera courses into Uzbek further expanded access to high-quality IT education.
At the school level, the “IT-city” and “Muhammad al-Khwarizmi’s Successors” initiatives became key pillars of the digital education ecosystem. In the Republic of Karakalpakstan and the Bukhara, Samarkand, Syrdarya, and Fergana regions, more than 1,200 young people from remote and underserved communities are receiving free training in foreign languages and information technologies, including programming, graphic design, and robotics.
The “Muhammad al-Khwarizmi’s Successors” program is currently implemented in seven districts of Karakalpakstan and across all districts of the Khorezm region, uniting nearly 5,000 students under a standardized foreign language education framework.
While the “IT-city” project introduces foundational IT skills from primary school age, the “Muhammad al-Khwarizmi’s Successors” initiative provides professional-level training starting from the seventh grade, preparing competitive specialists for the national human capital reserve. Over the past year, nearly 5,000 students completed a combined total of 63,678 hours of free instruction under these programs.
In 2025, 130 participants became the first graduates of the “Muhammad al-Khwarizmi’s Successors” program. Within a short period, more than 40 graduates earned up to $10,000 through IT-related activities, while approximately 1,000 young people obtained international IT and foreign language certificates. The “IT-Talent” project continued to play a central role in strengthening the digital education framework.
Under this initiative, 1,001 participants received compensation for training and certification expenses in 2024. In 2025, the figure increased 2.5 times to 2,400 beneficiaries. Around 11 billion soms were allocated from the state budget to support this effort. International IT certifications not only validate professional competencies but also enhance employability in high-income segments. Over the past year, 50 percent of certificate holders secured employment, earning an average monthly income of 7 million soms.
Notable achievements were also recorded in international IT Olympiads. Uzbek students won two bronze medals at the European Girls’ Olympiad in Informatics, the country’s first-ever silver medal and an additional bronze at the International Olympiad in Informatics, and three bronze medals at the Asia-Pacific Olympiad in Informatics, which Uzbekistan hosted for the first time.
Support for private education providers remained a priority. Through the “IT-Talents” program, around 10 private training centers received more than 1 billion soms in subsidies to prepare specialists for export-oriented companies. As a result, the number of registered private IT training centers rose from 390 in 2024 to 428 in 2025.
Graduation outcomes also improved significantly. While 24,800 learners completed IT training programs in 2024, the figure increased by 1.5 times to 37,800 in 2025, with more than 16,300 graduates securing employment.
At the higher education level, capacity expanded considerably. The number of institutions offering IT-focused programs rose from 102 in 2024 to 145 in 2025. Student enrollment increased from over 78,000 to 120,800 during the same period.
Tashkent University of Information Technologies ranked 1401st in the QS World University Rankings and 1501st in the Times Higher Education World University Rankings 2025, placing fifth in Central Asia and the Caucasus and third nationally.
During the academic year, students and faculty at Amity University published approximately 150 research papers indexed in Scopus, Web of Science, and Springer databases, strengthening scientific output through international grants and patents.
Established in 2025, Cyber University formed academic partnerships with Stanford Engineering, the University of Washington, and leading Chinese technical universities. In its first year, the university received more than 16,000 applications and admitted 1,407 high-performing students.
Inha University in Tashkent expanded its academic footprint by launching programs in the United Kingdom and introducing an executive MBA in artificial intelligence and data analytics. In 2025, INHA students secured around $355,000 in awards through international competitions and hackathons.
Under the “Mirzo Ulugbek Successors” initiative, more than 860 young professionals received training in data science and creative economy disciplines. Meanwhile, over 1,600 students enrolled in the core track of the “School 21” program, with 100 participants already beginning internships in partner companies.
By the end of 2025, the Ministry of Digital Technologies attracted more than $35 million in grant funding from over ten foreign states and international organizations to support IT education development.
The number of IT Park residents exceeded 3,300, generating 10,000 new jobs during the year. Programs such as “Muhammad al-Khwarizmi vorislari,” “Mirzo Ulugbek vorislari,” and “IT-istedod” continue to strengthen the national reserve of skilled and competitive specialists.
As part of ICT Week 2025, the Ministry organized the “Artificial Intelligence and Education” and IT Investment Forum, bringing together approximately 300 participants from more than 130 countries. The DevOpsDays Tashkent 2025 forum attracted over 420 experts from Kazakhstan, Serbia, Armenia, Germany, and Russia, while seven UzGeeks community meetups engaged more than 3,000 IT professionals.
The InfoTeach-2025 forum was conducted nationwide, providing online training to more than 5,000 teachers and over 700 governors, deputy governors, and advisors in artificial intelligence.
The Ministry of Digital Technologies will continue advancing digital education with a renewed strategic focus, supporting youth potential and positioning Uzbekistan among the world’s leading digital economies.
