Uzbekistan Establishes Special International Legal Regime at “Enterprise Uzbekistan” Digital Center

The President of the Republic of Uzbekistan has signed Decree No. PF-233 “On the Organization of the Activities of the International Center for Digital Technologies.”
The Decree was adopted within the framework of the “Digital Uzbekistan – 2030” strategy to create favorable conditions for the export of software products and IT services, attract large-scale foreign investment, and introduce internationally recognized best practices for the protection of investor rights.
The document sets out objectives to stimulate investment inflows into the IT sector, form a competitive digital ecosystem, strengthen legal safeguards for venture capital, expand exports of digital services, promote innovation and professional training, and establish a predictable legal environment for foreign investors.
The Decree confirms that the International Center for Digital Technologies “Enterprise Uzbekistan” was established under Presidential Decree No. PF-25 dated February 1, 2024.
The Directorate of the Center will operate in the form of a joint-stock company, with its sole shareholder designated as the Directorate of the Technological Park of Software Products and Information Technologies LLC.
A special legal regime will be introduced for residents of the Center covering:
• taxation,
• customs regulation,
• labor relations,
• protection of personal data and intellectual property,
• provision of public services,
• and dispute resolution.
The following activities are authorized within the territory of the Center:
– development of software products, consulting and outstaffing services in the digital sector;
– provision of remote outsourcing services, including business process outsourcing (BPO);
– scientific research and development (R&D) in digital technologies;
– video game development (GameDev) and production of related digital content, including graphic design, video and audio production and digital media;
– creation, distribution and promotion of digital content, including e-books, educational courses and media products through online platforms;
– development of artificial intelligence technologies;
– establishment and operation of data processing and storage centers, cloud computing systems and related services;
– implementation of educational activities in digital technologies and other areas approved by the Board of Directors.
Activities of Center residents will be carried out exclusively within its territory and legal jurisdiction. A specialized tax inspection will operate on-site under a “single-window” principle, including services provided in English.
The Decree formally recognizes the Center as a special jurisdiction based on the common law of England and Wales, or in accordance with the standards of leading international financial centers.
Disputes involving Center residents may be considered by an independent specialized court outside the Uzbek judicial system, providing additional legal certainty for international investors.
At the same time, non-resident companies are permitted to operate within the Center’s territory, without the application of tax or customs privileges.
