A new decision has been adopted to support light industry enterprises.

A Resolution No. 438 of the Cabinet of Ministers of the Republic of Uzbekistan dated August 12, 2026, “On Approval of the Regulation on the Procedure for Placing Resources for the Allocation of Loans through Commercial Banks for the Purchase and Installation of Renewable Energy Facilities by Light Industry Enterprises” was adopted.
The resolution was adopted within the framework of implementing Presidential Decree No. PF–4 dated January 12, 2026, with the aim of supporting light industry enterprises, expanding the use of renewable energy sources, reducing energy consumption, increasing production efficiency, and enhancing the competitiveness of locally manufactured products.
Along with the resolution, additional mechanisms for providing financial support to enterprises from the Light Industry Support Fund were also established.
Below is detailed information on the types of financial support, their amounts, terms and required documents available to light industry enterprises under this resolution.
In particular, the following subsidies and compensations have been introduced to support footwear and leather goods enterprises:
1. Subsidy for manufacturers of finished leather
Amount: A subsidy of UZS 350 per square decimeter (dm²) is provided for each square decimeter of finished leather (crust, finished leather) produced and sold.
2. Subsidy for introducing new product models
Amount: A subsidy of UZS 1 million for each new model introduced into production, with the total amount not exceeding UZS 50 million per enterprise per calendar year.
3. Reimbursement of expenses for importing footwear lasts
Amount: 50% of the cost of footwear lasts (shoe lasts and press forms) imported for the enterprise’s own needs is reimbursed.
The annual limits are:
— Imports from European Union countries — up to USD 10,000;
— Imports from other countries — up to USD 5,000.
4. Reimbursement of rental expenses for retail outlets and company stores
Amount: 50% of the rental expenses for the first year, up to a maximum of UZS 100 million, will be reimbursed for retail outlets and company stores established in the administrative centers of the Republic of Karakalpakstan, regional centers, Tashkent city, and cities with a population exceeding 100,000.
These financial support mechanisms will contribute to expanding the production activities of light industry enterprises, introducing new models, adopting modern technologies, developing sales networks, and increasing export potential.
